This mod is based on the 2023 'Boykisser' meme about a silly gay cat. Here's an explanation from its Know Your Meme entry:
Oooooo You Like Boys You're A Boykisser, and its twin variant You like Kissing Boys Don't You, refers to a GIF caption of a cat character lightheartedly accusing the meme's viewer that they like boys and are a "boykisser" (a slang term predominantly used by LGBTQ+ people to both make fun of and support each other for their pleasure in kissing men).

So, basically, it's a silly little cartoon popularised mainly by LGBTQ+ people and furries. It sometimes makes homophobes and nazis mad. The mod adds armor and a portrait with pictures of boykisser cat memes. He's also often depicted as a femboy, which is a term for a man or male-aligned person who likes to dress and look feminine and cutesy. Femboys have a Know Your Meme entry too if you want to learn more! So this mod also includes a pastel Femboy flag, which looks a bit like a reversed trans flag, and the Progress Pride flag which is an LGBT flag updated to more explicitly represent transgender and intersex people as well as intersectional support for racial minorities. The idea of a Boykisser Private Military Company (PMC) is used in order to fit the meme into the Mojave, though the mercenaries are too busy kissing each other to get much done! Obviously, mercenary companies and wars are not good in the real world, as can be said for many other things represented or parodied in Fallout. The purpose of this one though is just to joke around and make fun of mercs while providing a little extra LGBTQ+ representation. Pride flags and other queer people make me feel safe (insofar as one can feel safe in a violent and dystopian nuclear wasteland), so it feels nice to have a corner of the game's map that does that too. There's a vendor in the base and a usable bed and workbenches, so it functions as a nice rest-stop.
That homophobes and nazis get mad about this mod then has really just been a little bonus.

Meet the Fluffytail Squad of PMC Boykisser! They're on a special mission to the Mojave. Visit them at Camp Boykisser near the northwest edge of the map and see what they're up to.
This mod includes a new vendor with quite a lot of caps from whom you can purchase unique Boykisser-themed Combat Armor, Gray Combat Armor without the Boykisser logos, Femboy Power Armor, and a special variant of 'That Gun'. He also sells base game armor, weapons, and stims, if you're in need of those, and has quite a lot of caps. The flags in the mod are the LGBTQ+ progress pride flag and one variant of the Femboy pride flag. The dialogue is supposed to be a bit silly but also nothing very wild.
Oh, and the Confirmed Bachelor perk has been renamed to 'Boykisser' too.

*If I update the mod again to add content, it will probably be because I want to replace the Boykisser pistol gunfire sound with a kissing sound.*

Install instructions:
After extracting the files,
1-Drag the 'Data' folder from the mod into your Fallout New Vegas directory and the mod meshes and textures will merge into the main NV folders.
2-After that, just go to 'Data Files' on the NV game launcher and tick the box next to 'PMC_Boykisser.esp' to enable the mod! After this, you're ready to go!

Compatibility:
Unlikely to conflict with other mods in a major way unless they happen to add a lot to the same specific corner of the map.
Probably nothing overpowered. Although you can teleport there from the start of the game, all the gear has to be purchased and isn't super different from base game equivalents.
